Job Role Description
The Project Procurement Specialist (also referred to as Project Procurement Advisor (PPA)) is a key, integrated member of a major capital project team or Site Projects organization (i.e. portfolio of capital projects of ~<$100M each in value), responsible for planning and execution of all activities related to equipment purchasing, expediting, and logistics. A Project Procurement Specialist’s involvement on a project spans from early Stage 2 through Stage 4 facility handover to Operations, and requires commercial expertise, knowledge of engineered equipment market and project execution experience
Job Role Responsibilities
Development Stage:
Collates latest market intelligence and trends:
- Equipment lead times
- Key challenges / opportunities
- Supplier capabilities
Leads the development of ExxonMobil Capital Projects (EMCAPS) Element 10.2 Deliverables:
- Long Lead Equipment (LLE)strategy
- Purchasing Strategy and Roles & Responsibilities (RACI)
- Project Materials Management Plan
Provides input to Engineering, Procurement and Construction (EPC) Invitation to Tender and technically evaluates contractor bids
Develops Project Supplier List (PSL), including consideration of global suppliers, use of ExxonMobil scale and agreements and standardization opportunities
Execution Stage:
Leads execution of Long Lead Equipment purchase commitments and any other scopes aligned for Company to provide (self-managed carve outs, project studies, etc.)
As applicable, oversees Engineering, Procurement & Construction (EPC) in execution of all equipment procurement activities:
- Supplier qualifications
- Bidding, evaluation, award, including commercial competitiveness
- Expediting and Logistics coordination, including schedule compliance
- Site Materials Management activities
- Spare parts selection and procurement
- Contract closeout, including vendor data, warranty transfer and final supplier payments
Leverages relationships to escalate and mitigate issues, including engagement with Engineering, Quality, Construction functions
Captures and share lessons learned and best practices
