- ABOUT LABA Laba Holdings Limited is the umbrella landowner company of Porebada, Boera, Papa and Rea Rea in Central Province, Papua New Guinea, and operates a group of businesses across construction, logistics, training, technology and community services. These positions form Laba's management team for a camp construction and services package on a major resources construction project in Papua New Guinea, for a 24-month term from contract award. Appointments are subject to contract award. 2. PURPOSE OF THE POSITION The Community Affairs and Landowner Liaison Manager runs clan and landowner engagement, grievance management and statutory permits. The position sits above the full-time Public Relations Officer already priced in category 5. Laba is the landowner company; this role is where that standing is either honoured or eroded. 3.KEY ACCOUNTABILITIES •Maintain the engagement plan and the stakeholder register covering clan leaders, landowner groups, ward and local-level government, and provincial administration. •Run the grievance mechanism: intake, acknowledgement, investigation, resolution and close-out, with recorded timeframes. •Manage the statutory permits and approvals that attach to Laba's scope, and keep the register current. •Advise the Project Manager and Project Director on community risk before it becomes a work stoppage. •Supervise the Public Relations Officer and set the community communication programme. •Coordinate local sourcing and local employment opportunities with M5 and M8 so community expectations match what the contract can actually absorb. •Represent Laba at community meetings and, where required, alongside the Client and the head contractor. •Report monthly on engagement activity, grievances open and closed, and community benefit delivered. 4.QUALIFICATIONS AND EXPERIENCE Essential •Eight years or more in community affairs, landowner liaison or government relations on a resource or infrastructure project. •Demonstrated grievance management and dispute de-escalation in a landowner setting. •Established standing with landowner communities, or a demonstrated equivalent. •Fluent Tok Pisin and English. •Degree or diploma in social science, community development, law or a related discipline, or equivalent demonstrated experience. Desirable •Motu language capability. •Experience with PNG landowner identification, clan vetting or benefit distribution processes. •Prior work with an operator's social performance team. 5. HOW TO APPLY Applications and enquiries are handled by Airswift (Air Energi Pacifica Limited) on Laba's behalf. Please attach your curriculum vitae setting out your relevant experience. Preference is given to candidates from Porebada, Boera, Papa and Rea Rea, then to Papua New Guinean citizens. International candidates will only be considered if no suitable national citizen is found. All appointments are merit-based.
