Vacancy Overview Health & Safety Advisor – Port Arthur, TX Our client is seeking a Health & Safety Advisor to work within their facilities located in Port Arthur, TX, for an initial one-year assignment. The Health & Safety Advisor is responsible for the coordination and delivery of day-to-day and medium-term Health and Safety initiatives across all areas of the LNG facility and its associated functions. The position provides technical and regulatory expertise to ensure compliance with all applicable federal regulations including but not limited to: U.S. Coast Guard (USCG 33 CFR 127), Pipeline and Hazardous Materials Safety Administration (PHMSA 49 CFR 193), Occupational Health and Safety Administration (OSHA 29 CFR 1910 and 1917) and applicable National Fire Protection Association (NFPA 59A, 1660, etc.). The position involves the following fundamental responsibilities: Assist with the development and implementation of all HSE programs. Promote and ensure client’s Life Saving Rules are being followed, understood and discussed. Ensure a high degree of visibility during daily activities, providing front-line safety coaching and assistance. Lead investigations (root cause analysis) for HSE-related incidents. Manage follow-up assessments on near misses, hazard IDs and behavior-based safety reporting system (Intelex) entries. Conduct industrial hygiene monitoring activities in alignment with annual sampling strategies and task specific requirements. Support emergency preparedness and response efforts onsite. The incumbent is expected to have working knowledge across all facets of the Health, Safety and Emergency Response discipline and plays a key role in field engagement, hazard recognition, and emergency response readiness to promote a safe, compliant and incident-free operating environment. Duties and Responsibilities Conduct field level HSE assurance to ensure compliance with the policies, programs and goals of the project’s Health, Safety and Environmental (HSE) Management System and Control of Work programs (e.g., Permit-to-Work, LOTO, Hot Work, Confined Space Entry, and Energy Isolation). Provide technical advice and guidance to facility personnel and line management on health, safety and emergency response compliance, the HSE management system and the interpretation of HSE legislation. Demonstrate active safety leadership at the workplace, build trust with the workforce and understand how work is done. Demonstrate practical knowledge of safety and process hazards associated with the natural gas liquefaction process, industrial maintenance activities and marine loading operations. Provide safety leadership during marine and waterfront operations in accordance with U.S. Coast Guard facility security and transfer requirements. Participate in/provide guidance on risk assessments during work planning, on proposals for change and when evaluating incidents and near miss events. Conduct routine inspections, behavioral safety observations, and compliance audits of the LNG facility; document findings and track corrective actions. Coordinate and participate in incident investigations, root-cause analyses, and lesson-learned reviews; ensure closure and communication of corrective/preventive actions. Support implementation of industrial hygiene and occupational health monitoring programs (e.g., atmospheric exposure monitoring, noise surveys/dosimetry, heat stress assessments, confined space ventilation plans, etc.). Support emergency preparedness activities including drills, exercises, and maintenance of Emergency Response Plans aligned with ICS/NIMS and NFPA 1660. Interface with local, state, and federal agencies (e.g., USCG, PHMSA, EPA, TCEQ, local fire and emergency management) during inspections, audits, and joint exercises. Deliver health and safety training, toolbox talks, and safety campaign materials to employees and contractors. Maintain accurate HSE metrics, prepare trend analyses, and provide reports to HSE leadership and site management. Perform other related duties as assigned. Education Bachelor’s degree in occupational safety and health, industrial hygiene or other relevant discipline, or equivalent combination of relevant education and experience required. Required Qualifications 5+ years of progressive health and facility operational safety experience in the LNG, petrochemical or energy sector. Relevant industry certifications (ASP or GSP). In-depth knowledge of U.S. health and safety regulations applicable to industrial, LNG and/or waterfront facilities. Operational understanding of the natural gas liquefaction process, industrial maintenance activities and waterfront or marine-regulated facility operations and associated HSE risks. Strong interpersonal, verbal and written communication skills with the ability to collaborate, influence, coach and engage all organizational levels.
