Job Summary The Specialist, Property Management is responsible for coordinating and administering government and customer-owned property management activities to ensure full accountability and compliance with contractual requirements, approved Property Management System Plans (PMSP), and applicable Federal Acquisition Regulations (FAR). This role manages the receipt, tracking, inventory, utilization, and disposition of Government-Furnished Property (GFP) and Contractor-Acquired Property (CAP) in support of the LOGCAP V EUCOM Project. The position maintains accurate property records within Costpoint and PIEE systems, supports property audits and self-assessments, and ensures property custodians meet stewardship requirements. Roles and Responsibilities Coordinate property control activities to maintain continuous accountability of government and customer-owned property in accordance with approved PMSP requirements and applicable FAR regulations. Receive, record, issue, and track Government-Furnished Property (GFP) and Contractor-Acquired Property (CAP) using Costpoint, PIEE, and other approved property management systems. Maintain accurate and organized property accountability records, ensuring all transactions and supporting documentation are properly recorded and retained. Plan, coordinate, and execute all required physical inventories of U.S. Government property, including inventory reconciliation and reporting activities. Verify the accuracy of property records by comparing system data with actual physical locations and asset status, ensuring contract compliance and audit readiness. Coordinate the identification, inventory, and disposition of excess, surplus, scrap, or obsolete property through the PIEE system and other approved government processes. Prepare DD Form 1639 and supporting documentation for the disposition of U.S. Government-owned scrap property and complete all required system transactions. Support property surveys, annual customer reporting requirements, and the preparation of property listings and accountability reports. Assist the Property Manager and Supervisor with self-assessments, compliance reviews, metrics tracking, and corrective action activities. Ensure property custodians at site and country levels properly manage assigned government property and comply with established policies, procedures, and stewardship requirements. Basic Qualifications (Required Education, Experience, Skills, and Certifications) Bachelor's degree in Business Administration, Supply Chain Management, Logistics, or a related field with 2 years of relevant experience; or 4 years of related property management, logistics, or asset management experience in lieu of a degree. Experience maintaining asset, inventory, or property accountability records within an electronic property management or enterprise resource planning (ERP) system. Experience supporting physical inventories, asset tracking, or property control activities. Experience working with government property, government contracts, defense programs, or regulated asset management environments. Basic mathematical skills sufficient to perform inventory reconciliation, asset verification, and property record maintenance. Must have a valid vehicle driver’s license and maintain its validity for the duration of employment Intermediate in English proficiency: Must be able to speak, read, and write in English at a intermediate level. Fluency in Albanian and possessing an unrestricted right to work and reside in Kosovo. Preferred Qualifications Experience with Costpoint and Procurement Integrated Enterprise Environment (PIEE) systems. Experience managing Government-Furnished Property (GFP) and Contractor-Acquired Property (CAP) in support of U.S. Government contracts. Knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) property management requirements. Experience supporting property audits, compliance reviews, or property management self-assessments. Demonstrated ability to work independently while effectively collaborating within a team-oriented, goal-focused environment. This is a temporary hire to support short-term business needs.
