Our client is a global leader in energy infrastructure, delivering large-scale projects that support the transition towards a more reliable and sustainable power grid.
For a major High Voltage GIS Substation project located on the Maasvlakte, we are looking for an experienced
Senior Commissioning Manager
to lead the complete commissioning scope from preparation through to energisation.
This is a key leadership position where you will manage international commissioning teams, coordinate multiple technical disciplines, and ensure the safe, timely and high-quality delivery of one of the Netherlands' most significant energy infrastructure projects.
The Role As Senior Commissioning Manager, you will take full ownership of all commissioning activities on site. You will lead multidisciplinary commissioning teams while acting as the main interface between Engineering, Construction, Project Management, Contractors and the End Client.

High Voltage GIS Substations
Protection & Control systems
SCADA and Telecommunications
Primary Plant
Auxiliary Systems
Third-party interfaces
You will be responsible for ensuring all commissioning activities are executed safely, efficiently and in accordance with project specifications and industry standards.
Key Responsibilities
Lead the complete commissioning scope of a large High Voltage GIS Substation project.
Manage and coordinate international teams of Commissioning Engineers on site.
Coordinate interfaces across multiple disciplines including Electrical, Protection & Control, SCADA, Telecommunications, Primary Plant and Auxiliary Systems.
Ensure full compliance with Health, Safety & Environmental standards throughout commissioning activities.
Implement and manage the site's Lock-Out/Tag-Out (LOTO) procedures.
Develop commissioning strategies, commissioning plans, switching programmes and energisation requests.
Establish and manage the Completion Management System (CMS).
Monitor commissioning progress, quality, schedules and contractor performance.
Prepare, review and approve commissioning documentation, test procedures and completion dossiers.
Manage commissioning-related quality issues, non-conformance reporting, lessons learned and continuous improvement initiatives.
Produce commissioning progress reports and contribute to monthly project reporting.
Liaise with Engineering to ensure timely delivery of technical documentation.
Attend client, contractor and TSO meetings while maintaining strong stakeholder relationships throughout the project.
About You We are looking for an experienced commissioning professional who thrives in large EPC project environments.
You will ideally have:
Bachelor's degree in Electrical Engineering or a related discipline.
Extensive experience leading commissioning activities on High Voltage Substation projects.
Strong knowledge of GIS substations (150kV, 220kV, 380kV or above).
Experience with Protection & Control, SCADA, Primary Plant and Auxiliary Systems.
Proven experience with energisation planning, switching programmes and commissioning management.
Previous experience working within international EPC projects.
Strong leadership and stakeholder management skills.
Excellent communication skills in English. Dutch is considered an advantage.
