Job title: Site Security Lead

• The incumbent is the initial point of contact for all branches' security related topics and issues for Central Processing Facility (CPF) Site Onshore & Offshore
• Is expected to oversee all security activities (journey management, guard force, access control, maritime security in Baku, POB and maintain an effective liaison with all security stakeholders in the area
• Under supervision of Project Director & CSO he/she
o Maintains regular relations with State security authorities in site premises
o Interacts with all related departments of TE Absheron BV when need be
• Ensure the CPF Control Room is fully operational permanently.
• Ensure the security team in the country incl. guard force is fully deployed and operational 24/7
• Ensure the relevant HSE procedures are effectively implemented by all guard forces and the necessary protection equipment they have and are in good condition.
• Accountable for the availability (Number, Status), maintenance and functionality of all relevant security equipment
• Ensure all security documentation (incl evacuation, emergency, etc...) are updated and regular drills are performed
• Ensure the display, proper application and consistency of all security procedures on site and in transit for the area of interest:
o Security induction/briefs for all project personnel (New arrivals/ Updates)
o POB monitoring (with dedicated software progressive integration) updated on a daily basis
o Facilitate secure operating environments for all project deployment activities.
o Coordination for local community's relationships within the CPF area
o Contractor and Sub-Contractor activities properly captured with corresponding security provisions
• Ensure the coordination of the intelligence gathered and consistency with information collection plan both from open sources and local contacts/Partners and ensure that the TEPAB security team is briefed accordingly.
• Ensure coordination with the other internal company departments (Logistics, C&P, Social performance) when requested
• Advise and assist as a security technical advisor at any stage of security affiliate related process (Infrastructure, Security contract, etc)
• Ensure the relationship and coordination, when necessary, with security private company counterparts, partners and local entities
• Ensures the relationship with host government security forces in the area of interest, in coordination with Corporate Security division and TEPAB Head of Security
• Provide support to PSC/GSF and HSE offshore/onshore team especially during emergency situation or incident management.
• Ensure strict compliance with the Voluntary Principles on Security and Human Rights (VPSHR).

• Absheron FFD: major national project, second only to Shah Deniz, with high strategic and political significance.
• Complex stakeholder ecosystem: NOC dominance, diverging JV partner agendas, strong BP presence in-country
• Highly constrained Caspian environment: landlocked, limited offshore assets & subsea capacity, strong local content pressure, contractor ecosystem tied to SOCAR
• High compliance & reputation exposure in sensitive geopolitical context
• Major transformation challenge: operatorship shift+ workforce stability+ talent attrition (regional competition)
• Critical export dependency: Oil Rocks (SOCAR), BTC pipeline {1,800 km/ 1.2 Mb/d, TTE 5%), FFD gas pipelines, complex tie-ins and constrained market access.

• Ensure the continuous 24/7 operational readiness of personnel, control room facilities, security systems, equipment, and emergency response capabilities across all project activities.
• Ensure the effective implementation of security, HSE, emergency, and VPSHR requirements through robust procedures, personnel awareness, contractor oversight, documentation management, and regular drills.
• lead security risk monitoring, intelligence coordination, and engagement with government authorities, security providers, partners, communities, and internal stakeholders while providing expert security advice and incident support.
Qualifications/Experience required
• Expecting to have completed minimal high school/university
• English: Fluent {Written and Spoken -- Mandatory)
• Azerbaijani: Fluent {Written and Spoken -- Mandatory)
• French: Intermediate (Highly Desirable]
• 10years in security field years
