Quality Manager

Singapore

The Quality Manager will be responsible for leading all project quality assurance and quality control activities, ensuring compliance with project requirements, applicable industry standards, and company management systems. This role will provide strategic oversight of quality management processes throughout project execution, while working closely with project teams, suppliers, contractors, and key stakeholders to drive quality performance and continuous improvement.
Key Responsibilities
Lead and oversee all project quality assurance and quality control activities throughout the project lifecycle.
Develop, implement, and maintain project quality plans, procedures, and management system requirements.
Support Project Management and functional teams in the preparation and implementation of project-specific quality processes and documentation.
Monitor project compliance with applicable quality standards, contractual requirements, and established management systems.
Identify gaps or deficiencies in quality management implementation and work with project teams to drive effective corrective actions.
Manage non-conformance reporting processes and ensure timely investigation, resolution, and close-out of quality issues.
Facilitate root cause analysis (RCA) investigations and ensure corrective and preventive actions are effectively implemented.
Coordinate and oversee internal and external audits, surveillance activities, and quality assessments across project offices, suppliers, and subcontractors.
Support supplier and subcontractor qualification, evaluation, and quality performance reviews.
Work closely with Procurement, Engineering, Construction, and Project Controls teams to ensure alignment on quality requirements and project objectives.
Prepare quality performance reports and provide regular updates to project leadership on quality metrics, risks, trends, and improvement initiatives.
Ensure project records and quality documentation are maintained in accordance with contractual and regulatory requirements.
Provide leadership, coaching, and guidance to project QA/QC personnel and promote a strong quality culture across the project.
Requirements
Bachelor's Degree in Engineering, Quality Management, Construction Management, or a related discipline.
Minimum 15 years of QA/QC experience within Oil & Gas, Petrochemical, Energy, EPC, Offshore, Infrastructure, or Heavy Industrial projects.
Minimum 5 years of experience in a Quality Manager, Lead QA/QC Manager, or equivalent project quality leadership role.
Proven experience establishing, implementing, and managing QA/QC systems, processes, and procedures on major engineering or EPIC projects.
Strong knowledge of quality management systems, auditing principles, and continuous improvement methodologies.
Experience managing quality activities across engineering, procurement, fabrication, construction, and commissioning phases.
Strong understanding of international industry standards, codes, and project quality requirements.
Demonstrated ability to manage multidisciplinary teams and influence stakeholders across all project functions.
Preferred Qualifications
The following qualifications would be considered advantageous:
ISO 9001 Lead Auditor Certification
Certified Quality Engineer (CQE)
ASQ, IRCA, or equivalent quality-related certifications
Other recognised QA/QC management qualifications
