Procurement QA/QC Engineer – Mechanical (Static Equipment)
for a leading engineering and energy industry client in
Singapore
.
The Procurement QA/QC Engineer will be responsible for overseeing supplier quality activities throughout the procurement and manufacturing lifecycle of static equipment packages. This role will ensure that equipment is designed, manufactured, inspected, tested, and documented in accordance with project specifications, applicable codes and standards, and quality management requirements. The successful candidate will work closely with Procurement, Engineering, suppliers, and third-party inspection agencies to support successful project execution.
Key Responsibilities
Support procurement activities and participate in supplier and project meetings to ensure compliance with technical, quality, and contractual requirements.
Review supplier documentation, including Inspection and Test Plans (ITPs), Manufacturing Procedures, Welding Documentation, FAT procedures, quality records, and technical reports.
Participate in Kick-Off Meetings (KOM) and coordinate Pre-Inspection Meetings (PIM) with suppliers and project stakeholders.
Monitor supplier manufacturing progress and provide regular quality and package status updates to project teams.
Coordinate inspection and surveillance activities with suppliers and third-party inspection agencies.
Verify inspection readiness and support the scheduling and execution of vendor inspections.
Review inspection reports, test records, certifications, and quality documentation to ensure compliance with project requirements.
Manage non-conformance reports (NCRs), including investigation, corrective action follow-up, and close-out activities.
Support manufacturing surveillance, in-process inspections, pressure testing, Factory Acceptance Tests (FAT), and final inspections.
Review Manufacturer Record Books (MRBs), quality dossiers, and as-built documentation prior to package close-out.
Liaise with Engineering, Procurement, suppliers, and inspection agencies to resolve technical and quality-related issues throughout project execution.
Ensure all supplier quality activities are completed in accordance with project schedules, procedures, and quality requirements.
Requirements
Bachelor's Degree in Mechanical Engineering or a related engineering discipline.
Minimum 5 years of experience in Procurement QA/QC, Vendor Inspection, Supplier Quality, Manufacturing Quality, or related disciplines within the Oil & Gas, Energy, Petrochemical, Offshore, EPC, Marine, or Heavy Industrial sectors.
Experience supporting procurement and supplier quality activities for static equipment packages such as:
Pressure Vessels
Heat Exchangers
Storage Tanks
Process Equipment
Fabricated Mechanical Equipment
Strong understanding of quality management systems and supplier quality processes.
Working knowledge of international codes and standards including ASME Section II, V, VIII, IX and related industry standards.
Experience reviewing manufacturing documentation, inspection records, testing procedures, and quality dossiers.
Familiarity with welding, fabrication, NDT, pressure testing, and inspection requirements for static equipment.
Strong communication, coordination, and stakeholder management skills.
Preferred Qualifications
Candidates holding one or more of the following certifications will be viewed favourably:
CSWIP 3.1 Welding Inspector
AWS Certified Welding Inspector (CWI)
International Welding Engineer (IWE)
NDT Certifications (UT, RT, MT, PT, VT or equivalent)
Other relevant QA/QC or inspection qualifications
