Activities Project Control & Contract Ensure Project packages (SURF+SAPL) are efficiently controlled with regards to progress monitoring, equipment delivery, processing and payments of invoices, cost reporting, detailed engineering documentation administration, package reporting, commercial matters all in line with the T&Cs of the contract and instruction from Project PMT, as well as general administration. Promote rigor in rationale (validation and completeness of information before starting work is paramount) and creativity in solutions, but to challenge if the work is not completed to satisfaction. Monitor progress (PRIMAVERA) on a weekly and monthly basis. To follow up delivery of equipment and ensure that relevant interim certificates (when the conditions are met) are duly signed. Control invoices: progress, milestones, reimbursable, VOs, team mission expenses etc., and process them. Prepare and review letters exchanged with Contractors (keep the correspondence register up to date). Log contract execution expenditures and report to PMT. Forecast payments accordingly with Contracts and to prepare Package Budget S-curve, to compare performed vs planned and share report with Offshore Package Manager, in line with SAPL lead and SURF Technical manager. Administrate detailed engineering documentation, transmittal from/to contractors, PMT and affiliate and to monitor COMPANY responses are in line with contract set time frame. Manage general administrative package matters. Liaise with partners and Concessionaire to ensure validation of variation order prior to launch execution (in collaboration with SURF Technical Lead, SAPL Lead, SPS Contract lead and In-Country team) and with support of Contract Engineers. Challenge Contractors variation orders to the benefit of the COMPANY (however in fairness). Close out COMPANY audit reviews. Manage exchange with Project HR with regards to packages manpower plan. Team Management: Coordinate all the activities of the Offshore Project Control team, by informing, supporting, and directing personnel in their roles, responsibilities, and objectives. Promote good relationship between Contractors (SAPL, SPS and SURF) and Offshore Project Control team, with a scheme as integrated as possible. Reporting: Prepare project activities report PMT. Attend Project Package monthly meeting. Report Package Control activities to Offshore Package Manager and to Project Control Manager. Work closely with all other COMPANY team members and Contractor’s counterparts to ensure correct information is transmitted and fully aligned. HSE responsibilities: Comply with the Activities described within the HSE Management System Take reasonable care of own Health and Safety and that of Others who may be affected by their acts at work Know responsibilities to environmental issues in the work areas Each employee, at his level of responsibility, must observe all Company Rules, Procedures and instructions in the performance of his own task As such the duties and areas of authority are: Follow HSE instructions given by Managers and supervisory personnel Assure of the safety of his work site before commencing work Take the necessary measures to avert immediate threat of danger Exercise such caution as is necessary to avoid danger to persons and installations or to avoid pollution Use tools, equipment and their safeguards correctly Use the provided means of personal protection correctly Leave the workplace behind correct and orderly, upon job completion – enforce the Company Clean Desk policy Report any anomaly, abnormal conditions and near miss to supervisor Participate actively in HSE meetings, safety talks, toolboxes, training sessions and drills Co-operate actively in the execution of the HSE plans Accountabilities Shall assist the Offshore Project Manager in the organization, management and control of the project and deputize him as and when necessary. Shall perform, supervise, coordinate and control all necessary Projects Control activities (contracts, schedule, budget, HR, Risks, IS/IT, documentation, reporting), to ensure that they are performed in accordance with the Company Rules, OT/TL/PJC Guidelines and Procedures using the best working practices and that any deviation to internal and external commitments are immediately reported to Offshore Project Manager Shall ensure that the Project Control activities and transversal organization are fully optimized Qualifications/Experience required Qualifications: Engineering degree or equivalent. Professional experience: 15 to 20 years. Experience of contract, cost and planning administration/control: 10 to 15 years. Experience in management of multicultural team within the international environment. Languages: English Good communication and good knowledge of negotiations are essential
