Provide senior independent advice to the Chief Executive Commercial on growth strategy, commercial opportunities, investment decisions, portfolio choices and major transactions. The role applies extensive upstream and commercial experience to challenge opportunity quality, strategic fit, valuation, risk, deal structure and execution readiness; supports Executive Leadership and Board-level decision-making; and strengthens relationships with government entities, partners, investors and industry stakeholders. The position provides objective, evidence-based recommendations that protect Company interests and support sustainable portfolio growth and shareholder value.
The position will act in accordance with the Company Mission, Vision, Values & Strategies, as well as, policies, guidelines, and international standards, supported by an IT Technology platform, QHSE & Energy Management System requirements standards, Omani’s government & other legal justifications, and best international practices in consonance with national objectives.
Minimum 14+ years of relevant post-qualification experience in the oil and gas or energy sector, including substantial experience in business development, investments, M&A, commercial, corporate finance or portfolio management.
Strong experience across upstream exploration, development, production, investment evaluation and commercial decision-making.
At least 10 years of relevant experience in investment analysis, business development, commercial transactions, M&A or portfolio assessment is preferred.
Demonstrated experience advising executive leadership on material opportunities, transactions, risks, negotiations and portfolio decisions.
Strong capability in financial modelling, petroleum economics, valuation, commercial agreements, market analysis and transaction structures.
Experience in due diligence, investment papers, executive and Board materials, government and partner engagement and major negotiations.
Advise the Chief Executive Commercial on growth strategy, portfolio priorities, commercial exposure and major investment decisions.
Provide independent challenge on the identification, screening, prioritisation and maturation of new business opportunities.
Assess strategic fit, commercial viability, value potential, risks, timing, counterparties and delivery requirements of proposed opportunities.
Provide senior guidance on acquisitions, divestments, farm-ins, farm-outs, partnerships, joint bids and other strategic transactions.
Review and challenge integrated technical, economic, commercial, operational, legal, tax and risk assessments.
Advise on transaction structures, commercial terms, negotiation strategies, approval mandates, fallback positions and value-protection measures.
Review investment proposals, business cases, valuation outputs, decision papers and recommendations before executive or governance review.
Provide independent quality assurance over due diligence, data-room findings, assumptions, risks, conditions and proposed mitigations.
Advise on upstream commercial agreements, including EPSAs, concessions, JOAs, shareholder agreements, SPAs and farm-in or farm-out agreements.
Support the development and periodic review of Company Business Development and Commercial strategy and operating priorities.
Monitor regional and international upstream markets, licence rounds, transactions, competitors, asset sales, fiscal developments and new entrants.
Provide market intelligence, benchmarking and competitor analysis to support portfolio and transaction decisions.
Develop clear advisory opinions, executive briefings, Board materials and recommendations on material opportunities and commercial matters.
Support the Chief Executive Commercial in preparing for Executive Leadership Team, Investment Committee and Board discussions and decisions.
Participate in senior negotiations, partner discussions, government engagements and transaction meetings when requested.
Build and maintain trusted relationships with government entities, potential partners, investors, advisers and industry stakeholders.
Represent OQEP at authorised conferences, forums and external engagements relating to business development, commercial matters and partnerships.
Identify emerging strategic, commercial, country, partner, market and execution risks and advise on appropriate management responses.
Provide advice on portfolio optimisation, capital allocation, acquisitions, divestments, partnerships and value-creation options.
Coordinate with Legal, Finance, Tax, Treasury, Economics, Exploration, Subsurface, Joint Ventures and asset teams to support integrated recommendations.
