Orion Group is supporting a successful and long established construction client to source a Pre-Construction Manager to add to there North East Scotland based team.
As part of the pre-construction team the successful candidate will provide technical and operational expertise to the Bid Manager on all tender submissions. You will deliver competent solutions and technical submission details, on time, for all projects from inception stage through to tender submission and contract award. Ensure that the Company’s position is contractually protected, margin opportunities are maximised and company procedures and processes are fully adhered and complied with. Assisting with the financial/commercial and contractual control of project bids by ensuring that the best technical solutions are developed.
Identify, mitigate manage and report risks in tenders that may affect the business. To provide support to the preconstruction team to deliver tender submissions including planning and bid management. To work in conjunction with the Regional Bid Manager in terms of issues that affects the preconstruction effectiveness of the business.
DUTIES - The fundamental tasks of the job will include but not limited to:
Safety
Comply with the company Health, Safety and Environmental procedures and policies.
Ensure the business complies with legislative requirements as part of the CDM Regulations during preconstruction activities.
Assess significant H&S Risks as part of the overall risk management approach on each tender.
Resources
All as necessary to comply with the requirements of the Company Management System Bid Management Procedures.
Preconstruction team i.e. Bid Managers, Design Managers, Assistant Design Managers, as deemed necessary for the performance of the preconstruction function.
Responsibilities
Work alongside planners, bid managers, building service managers estimators and design managers to provide competent and innovative solutions.
Support the company in achieving its budget and business plan through preparation, delivery, submission and management of tenders.
Prepare technical / quality submissions documentation for tenders.
Ensure the company complies with all the requirements of the Robertson Management System (RMS) Bid Management Procedures as produced by the Board.
Ensure that all tender solutions have been reviewed fully from a commercial and contractual perspective and such the risks associated with each Invitation to Tender have been recognised, understood, and qualified seeking guidance from the Regional Bid Manager as necessary.
Attend meetings as required representing the preconstruction function.
Ensure operational risk is managed within each of the tenders and within the business, provide leadership to the preconstruction team in terms of the proactive identification and management of risks.
Work closely with the regional management team and demonstrate strategic thinking when dealing with preconstruction issues arising.
Demonstrate strategic awareness and develop relationships with the supply chain to ensure deliverability of tenders.
Raise and maintain personal profile locally with the construction related forum by attending relevant meetings and events.
Ensure temporary works solutions are developed as required for each tender.
Provide operational input into the development of each on cost book detailing operations prelim requirements and staffing levels.

Continually develop relationships with consultants and supply chain partners.
Supply Chain
Ensure that the supply chain is considered to satisfy the requirements of the projects.
Review the technical, commercial and contractual aspects of the supply chain tenders and offers.
Utilise and develop the Robertson supply chain database.
Production & Commercial
Monitor and manage tender correspondence/documents/drawings etc.
Input into the development of construction programmes in terms of optimising sequence and duration whilst reviewing implications on costs and bid deliverables.
Identify and manage operational risks and opportunities associated with tenders
Identify value engineering to maximise commercial returns to the business
Attend external and internal meetings and interviews.
Attend Bid Winning Workshops.
Attend Risk and Opportunity Workshops.
Produce tender deliverables including construction methodologies.
Assist with the prepare comprehensive handover documentation of successful tenders from the pre-construction to operational articulated in a clear and concise way.
Any other duties which may be allocated to you from time to time by the Directors.
