Project Manager IV Old Ocean, Texas | Contract | 12-Month Assignment Pay Rate: Up to $120/hr (W2) Phillips 66 is seeking an experienced Project Manager IV to support capital projects. This is an excellent opportunity for a seasoned engineering and project management professional with a strong background in refining, petrochemical, or oil & gas facilities. The selected candidate will lead projects from concept development through startup and closeout while ensuring safe, efficient, and cost-effective execution. Key Responsibilities Lead capital projects through the full project lifecycle, including planning, design, procurement, construction, commissioning, startup, and closeout. Develop and manage project execution plans, schedules, budgets, forecasts, and risk mitigation strategies. Facilitate Front-End Loading (FEL) activities and stage-gate approval processes. Coordinate with Operations, Maintenance, Engineering, Procurement, Contractors, and Leadership teams to ensure project success. Manage contractors, vendors, fabrication shops, and engineering service providers. Oversee project cost controls, schedule performance, quality assurance, and safety compliance. Drive incident-free project execution while maintaining compliance with refinery and industry standards. Required Qualifications Bachelor's Degree in Engineering. 10+ years of project management experience within refining, petrochemical, oil & gas, or related heavy industrial environments. Minimum 5 years serving as the accountable Project Manager responsible for project delivery. Demonstrated experience leading capital projects through FEL, execution, commissioning, and startup phases. Strong knowledge of project budgeting, forecasting, scheduling, risk management, procurement, and contractor management. Excellent leadership, communication, stakeholder management, and problem-solving abilities. Preferred Qualifications PMP Certification. Professional Engineer (PE) License. Work Environment Full-time onsite position at Phillips 66's Sweeny Refinery in Texas. Standard refinery PPE required. Ability to obtain and maintain refinery site access requirements, including DISA clearance and applicable site training. Typical schedule is 40 hours per week, with occasional extended hours during outages and critical project activities.
