F-4277-CQ -Commissioning Lead (Instrumentation/ICSS) Job Description – Commissioning Lead (Instrumentation/ICSS) Part A: Job Specification Job Purpose • The Commissioning Lead (Instrumentation or Integrated Control and Safety Systems - ICSS) shall provide Commissioning oversight and direction to the project’s main contractor, sub-contractors and vendors. Effectively collaborates and interfaces with facilities team and EPC contractor engineers and operations personnel. Provides coverage for multiple EPCs workshops, shop inspections and factory testing when and where required Reporting and Relationships • Reports to Head of Commissioning (COMP2&5). • Direct reports: None. Internal • Frequent contact with all disciplines within the Project teams. • Periodic contact with Engineering, OES and others. External • Frequent contact with EPC Contractor, associated Vendors and Subcontractors. Key Job Accountabilities: 1. Support EPC PMT by reviewing critical documents and reports generated by the main sub-contractor. Attend workshops/review meetings when requested. 2. Analyse technical proposals and proposed deviations, assess exceptions and new technologies to ensure compliance with QELNG policies and procedures. 3. Apply lessons learned from previous projects and share new ones with other EPCs. 4. Support the qualification of new suppliers proposed for the project, suppliers that are not on the approved vendor’s list. 5. Assesses Contractor’s manpower loading and provide timely recommendations to project team and be available to backfill needs as required. 6. Support the engineering team to stay on schedule to meet all critical milestones (long lead item (LLI) procurement, engineered equipment procurement; required on site (ROS) dates, etc); develops and stewards recovery plans to address any schedule delays. 7. Witnesses Contractors scope of work and signs off test and check sheets as per project requirements. 8. Verify that the EPC Contractor’s reports are accurate with regards to progress reporting. 9. Cooperate with review teams and take parts in quality audit activities throughout the project. Report findings accurately and provide plan to address issues when required. Qualifications • Bachelor’s degree in applied sciences or engineering. Knowledge and/or Experience • 8 years’ experience with large-project commissioning in the Oil & Gas Industry, including 1 year of experience in a supervisory role, including acting roles, or oversight of service/vendor personnel. • In depth knowledge of discipline design standards, specifications, codes, appropriate safety criteria, offshore facilities and discipline design, construction, operations and engineering administration. • Knowledge and experience in discipline commissioning delivery processes and associated project phases, familiar with completions walkdowns and Pre-Startup Safety Reviews. • Experience in an Integrated Control and Safety Systems (ICSS) role for large EPC contracts, with strong Integrated Control and Safety Systems commissioning/technical skills. • Experience in project completions and project systemization, including check sheet development, check sheet allocation, writing of pre-commissioning / commissioning documents such as commissioning procedures and method statements. • Experience with Oil & Gas companies, Contractors, or Service Companies. • Expert in reading P&IDs, Datasheets, General Arrangement drawings and procedures. • Knowledge in projects execution, engineering, operations, pre-commissioning, commissioning and systems completion. • Knowledge in compliance with contract requirements including codes and standards, and contract technical specification compliance. • Experience with vendors operating in the LNG industry, such as compressors, power generation, control systems, topsides, etc. • Experience working in large scale operating organizations in Operations, Projects, Subsurface, etc. • Experience in start-up support to Operation. Technical and Business Skills • Strong organizational, leadership, coordination, planning, interface and technical judgment skills. • Ability to adapt to tight deadlines, heavy workloads, and frequent changes in priorities. • Able to identify and analyse complex issues and provide recommendations. Prepare contingency plans for unexpected scope changes (pro-active, forward-looking) • Excellent communication skills and ability to read, write, and speak fluent English, with strong teamwork facilitation, with the ability to communicate and interact at all levels of the organization. • Strongly Client focused with strong problem-solving skills. • Execute work in full compliance with Qatar Energy LNG Standards of Business Conduct and Qatar Energy LNG Project Management System. • Proficient in Microsoft Office suite of software programs, advanced computer literacy. • Knowledge of worldwide vendors and contractors. • Good communication and influencing skills. • Willing and able to travel as required.
