These services provide inventory management, property accountability, equipment movement, and logistics coordination for U.S. Air Force operations across multiple locations in Southwest Asia. Alongside SWA Logistics, KBR delivers Engineering Support, NTV Leasing, LAMS, Power Production, BOS-I, and a range of quality-of-life solutions that help sustain base operations. Job Summary The Site Manager is responsible for the overall management, supervision, and execution of logistics support services at the assigned location. This position serves as the primary on-site representative and is authorized to make decisions, direct personnel and subcontractors, coordinate with Government representatives, and ensure all contractual requirements are performed safely, efficiently, and in accordance with the Performance Work Statement. The Site Manager will oversee property accountability, equipment inventories, BEAR equipment yard operations, transportation and disposition activities, reporting requirements, workforce performance, quality control, safety, and daily coordination with the Contracting Officer’s Representative, Administrative Contracting Officer, Expeditionary Civil Engineer Squadron, and other Government stakeholders. Roles and Responsibilities Provide overall leadership and direction for all personnel assigned to the task order location. Serve as the primary point of contact for the Contracting Officer’s Representative, Administrative Contracting Officer, Government customer, and installation leadership. Make decisions and direct employees and subcontractors on behalf of the Contractor. Ensure compliance with the PWS, Task Order Management Plan, Quality Control Plan, Safety Plan, Security Plan, and applicable installation requirements. Oversee monthly inventories of BEAR equipment, Mission Ready Spares Packages, R-14 accountable property, R-15 consumable items, Airfield Damage Repair equipment, tools, and shop equipment. Ensure inventory reports are accurate, complete, and submitted by required deadlines. Oversee the research, reconciliation, and documentation of missing, excess, damaged, or unserviceable property. Coordinate transfer-of-accountability requests, equipment turn-ins, shipments, receipts, and transfers to DLA Disposition Services. Ensure DD Form 1149 shipment documentation and supporting transportation requests are properly prepared and processed. Oversee the operation and organization of the BEAR equipment yard. Ensure personnel properly segregate equipment by type, condition, and serviceability. Monitor deployed equipment listings, redistribution orders, and property transactions until completion. Maintain accurate continuity files, suspense logs, property records, and contract documentation. Ensure required monthly status reports, situation reports, flash reports, meeting minutes, and installation-specific reports are completed. Manage staffing schedules, employee leave, absences, training, and coverage to maintain uninterrupted contract performance. Conduct regular employee safety briefings, worksite inspections, and quality reviews. Identify operational risks and implement corrective and preventive actions. Immediately report safety incidents, property losses, mission impacts, or other critical events through the appropriate management and Government channels. Maintain accountability of assigned employees and ensure compliance with base access, security, and personnel identification requirements. Perform other duties necessary to meet task order performance objectives. Basic Qualifications U.S. National (USN) with an active Secret Security Clearance Minimum of 10 years of experience related to the management and performance requirements outlined in the PWS. Demonstrated experience managing logistics, supply, property accountability, warehouse, equipment, or base-support operations. Knowledge of Government property accountability, inventory management, equipment disposition, and logistics documentation. Previous AFCAP, Air Force, Department of Defense, War Reserve Materiel, or contingency logistics experience. Experience with BEAR equipment, MRSP inventories, R-14 and R-15 accountability reports, DLA Disposition Services, and DD Form 1149 documentation. Experience with barcode-based inventory systems, including WASP AssetCloud or comparable systems. Forklift certification and previous material-handling experience.
