Cost Control Specialist

We are seeking an experienced Cost Control Specialist to support major EPC project activities, with responsibility for cost estimation, cost control, forecasting, progress measurement and change management. The role will focus heavily on Change Order management, contractor estimate validation, project cost reporting and cost/schedule impact assessment, while working closely with the Project Management Team and EPC Contractor. Key Responsibilities Lead and coordinate cost estimation, cost control and Change Order activities throughout the EPC phase. Review, validate and assess EPC Contractor cost estimates and proposed changes. Manage the Company's Change Order process, including preparation of Company estimates, review of contractor submissions and negotiations. Coordinate collection, consolidation and analysis of project cost, progress and control trends. Assess potential project changes and determine their cost and schedule impacts. Incorporate approved changes into project cost, schedule and planning forecasts. Prepare and coordinate monthly cost reports and forecasts for EPC and non-EPC scopes. Monitor EPC Contractor performance in cost control, progress measurement and schedule control. Develop cost/schedule-driven contracting scenarios to support contracting strategy. Prepare and communicate Class III cost estimates and bid-check estimates. Support Bid Evaluation Plans, procedures, models and hypothetical Change Order assessments. Maintain an auditable documentation trail for Change Orders and cost-related activities. Identify potential cost and schedule issues and recommend appropriate corrective actions. Minimum Requirements Bachelor's degree in Engineering, Accounting, Business Management/Administration or Commercial discipline. Minimum 8 years' experience in cost estimating, scheduling and project controls. Hands-on experience in Contractor Estimate validation and developing/reviewing high-level modularized cost reports. Demonstrated experience with Brownfield Projects, particularly vulnerabilities and drivers affecting cost and schedule. Strong understanding of EPC project controls and Change Order management. Excellent written and spoken English. Strong computer literacy and proficiency with professional office applications.
