Procurement Manager

Procurement Manager Reports To: Director, Supply Chain / Commercial Manager Employment Type: Full-Time Location: Anchorage, Alaska Position Summary The Procurement Manager is responsible for leading the sourcing, acquisition, and delivery of goods and services required to support large-scale project execution. This role ensures procurement activities are aligned with project objectives, budgets, schedules, and corporate governance requirements. The successful candidate will provide strategic leadership across procurement functions, manage supplier relationships, mitigate commercial risk, and ensure the timely delivery of materials, equipment, and services. The ideal candidate possesses extensive procurement and supply chain experience, strong commercial acumen, exceptional negotiation skills, and the ability to collaborate effectively across multidisciplinary project teams. Key Responsibilities Develop and implement procurement strategies aligned with project execution plans, cost objectives, and schedule requirements. Lead procurement activities for major equipment, materials, and services from planning through contract award and final delivery. Establish procurement execution plans, sourcing strategies, bid packages, and evaluation criteria. Direct supplier prequalification processes, competitive bidding, bid evaluations, commercial negotiations, and award recommendations. Negotiate contracts that optimize cost, quality, delivery performance, and commercial risk. Monitor market conditions, supply and demand trends, and supplier capabilities for critical and long-lead items. Manage procurement schedules for long-lead equipment and critical materials to ensure project milestones are achieved. Monitor supplier performance, manufacturing progress, quality standards, logistics activities, and delivery commitments; implement corrective actions as required. Conduct supplier performance reviews and maintain strategic supplier relationships. Coordinate procurement efforts across project teams and external partners to ensure alignment with project objectives. Collaborate with engineering, project controls, construction, logistics, contracts, and operations teams to support project execution. Review technical and commercial evaluations to ensure best-value procurement decisions. Develop procurement budgets, forecasts, cash flow projections, and cost analyses. Ensure procurement documentation complies with company policies, contractual obligations, and applicable regulations. Identify procurement and supply chain risks and implement mitigation strategies. Resolve supplier disputes, commercial claims, and contractual issues. Prepare procurement metrics, forecasts, and executive-level reports. Lead, mentor, and develop procurement personnel while promoting accountability, efficiency, and continuous improvement. Ensure procurement activities comply with safety, environmental, ethical sourcing, and corporate governance standards. Develop and maintain procurement procedures, governance frameworks, reporting systems, and key performance metrics. Perform other duties as assigned. Qualifications Education & Experience Bachelor's degree in Business Administration, Supply Chain Management, Logistics, Commerce, or a related field. Minimum of 10 years of progressive procurement experience, including at least 5 years supporting large-scale industrial, mining, energy, infrastructure, or construction projects. Professional certification such as CPM, CPSM, SCMP, or equivalent is considered an asset. Experience supporting EPCM or EPC project execution is preferred. Knowledge of import/export regulations, customs processes, tariffs, and international sourcing practices. Demonstrated experience leading and developing procurement teams. Skills & Competencies Strong negotiation, analytical, communication, and leadership skills. Proficiency with procurement software, ERP systems (SAP, Oracle, JD Edwards, or similar), and Microsoft Office applications. Proven ability to manage supplier relationships, procurement budgets, and strategic sourcing initiatives. Strong understanding of commercial contracting principles, logistics management, Incoterms, and supply chain risk mitigation. Demonstrated ability to manage multiple high-value procurement packages simultaneously in a fast-paced environment. Experience within mining, energy, construction, or heavy industrial sectors is considered an asset. Leadership & Communication Strong leadership, problem-solving, and decision-making capabilities.
