JOB DESCRIPTION
Participate in developing the detailed design and marine installation engineering execution plan: Propose potential partners, joint venture structures for design execution, define inhouse scope of work, develop subcontractor and design consultant strategies.
Develop survey requirements for preengineering surveys, detailed design, and installation engineering: Organize and manage detailed design and installation engineering, including quantity take-offs (QTOs), material take-offs (MTOs), and resource allocation for design activities.
Prepare the project's design document register (detailed design and installation engineering drawings and documents).
Develop technical specifications for procurement packages of design consultancy services and key project materials.
Evaluate and clarify technical aspects of procurement packages for design consultancy services, equipment, and key project materials.
Monitor and expedite procurement packages to ensure adherence to the overall project schedule.
Develop, manage, and monitor the progress of detailed design and marine installation engineering activities.
Execute detailed design and prepare construction drawings, ensuring quality and safety throughout the offshore construction phase.
Develop an organizational chart for design execution, allocate design personnel to the project, and manage the efficient utilization of resources (personnel, equipment, etc.) for detailed design and marine installation engineering.
Assess and analyze safety aspects and identify risks associated with detailed design and marine installation engineering.
Manage scope changes and technical requirement variations related to design activities, assessing their impact on the overall project schedule.
Facilitate communication, process information, coordinate, and manage interfaces between design team members, other project participants, and stakeholders.
Supervise and motivate the design team within the project management team to ensure timely completion of assigned tasks according to project milestones.
Prepare weekly and monthly design progress reports as required by the project.
Organize weekly and regular project meetings with clients and subcontractors to discuss design progress and address any related issues.
Prepare and oversee the completion of asbuilt documentation, including drawings and reports, ensuring timely submission upon project completion.
REQUIRED STANDARD:
Education:
Degree of Engineer or higher (Master's degree) in relevant engineering disciplines from accredited universities specialized in construction, architecture, naval architecture, or related fields. A postgraduate degree or professional certifications in project management is a plus.
Professional Level:
Structural engineering, preferably offshore structural engineering, or
naval architecture/marine engineering or related fields.
Experience & Knowledge:
8-10 years of experience in engineering roles related to oil & gas, renewable energy, construction, or mechanical installation.
Minimum 5 years of experience as an Engineering Manager or Head of Engineering Department in marine construction companies or on offshore oil & gas/renewable energy projects, or onshore industrial construction projects.
Proven track record as Engineering Manager leading the design phase for at least three T&I and EPCI projects, including naval architecture/installation engineering design.
Experience in direct interface with EPCI and T&I client representatives and subcontractors on FEED, detailed design, and marine installation engineering design.
Experience in organizing, managing, and leading multidisciplinary design teams (structure, piping, E&I, telecom, etc.) for EPCI projects and in marine installation engineering design (load-out, sea transportation, ocean towage, heavy lift, jacket launching, topside float-over, station keeping, mooring catenary, rigid pipe/flexible hose laying, etc.) for T&I projects with a team size of 30-50 or more.
Ability to train and develop staff, foster professional growth and enhance their performance.
Indepth knowledge of structural design, process piping design, fabrication/construction/installation systems design, electrical/instrumentation/automation design, pre-commissioning and commissioning of offshore oil & gas facilities, and onshore refineries/petrochemical plants.
Strong understanding of marine installation engineering principles and practices, including transportation and installation of fixed steel platforms (lifting and floatover), rigid/flexible pipeline/cable laying including shore pulls, FSO/FPSO mooring systems, pile driving, installation of subsea structures (PLEM/SSIV), and tie-in spools.
Familiarity with relevant industry codes and standards for oil & gas, mechanical, electrical, automation, and offshore construction.
Basic knowledge of economictechnical norms.
