Major LNG project is seeking an HSE Manager to join the Owners' module fabrication team(s) for the ISBL scope of work in China. The HSE Manager will be responsible for all aspects of Owners' representation across three ISBL module fabrication yards. The HSE Manager will be based in the QMW module fabrication yard in Qingdao with regular travel to the COSCO-Qidong module fabrication yard in China as well as the LER/RIE module fabrication yard in Singapore. The HSE Manager will oversee a team of 4-6 local HSE inspectors and manage deployment of resources within the ISBL module fabrication yards.
Key Accountabilities:
* Accountable to ensure that the EPC Contractor is working within the provisions and guidelines of their HSE Management System, project procedures, and the EPC Contract relevant to their scope of work.
* Foster relationships with the EPC Contractor and the module yard sub-contractors to deliver HSE programs as 'One Team'. * Work with the EPC Contractor and the module yard sub-contractors to co-develop a robust HSE culture within the yard(s) using the tools and funding available from the Director, ISBL Delivery.
* Lead the team of local HSE inspectors across the QMW and COSCO yards in planning daily and weekly HSE inspection tasks to ensure coverage of key work in the yards on a risk-based approach.* Act as a leader within the Owners' team to ensure that all Owners' staff feels included, empowered, and accountable to help drive HSE messaging and HSE programs with front-line staff.
* Engage with the EPC Contractor to partake in review and root cause analysis for any serious incidents or near misses and disseminate information to the Owners' team(s) as soon as possible.* Form a part of the on-site incident command team along with EPC and fabrication yard representatives.
Experience:
* 15+ years of HSE management experience required.
* Extensive work experience in module fabrication in China will be considered an asset, as will working knowledge of Madarin Chinese.* Demonstrated experience in leading HSE culture programs across projects with multiple subcontractors and manpower >3000 people.
* Experience in delivering projects as part of an Owners' team in a EPC lump sum environment is considered an asset.
