Job Summary The ConocoPhillips Norsea Terminal, located in Teesside at the mouth of the river Tees, is a crude oil reception, processing, storage, and trans-shipment installation. The terminal also fractionates natural gas liquids into ethane, propane, and butane. Working within the HSEQ team and reporting to the HSEQ Manager, the role will lead Process Safety Management and support Operating Integrity and Learning Organisation programmes, helping to set priorities, drive performance improvements and strengthen process safety across the business. The ideal candidate will be an experienced process safety professional with strong technical knowledge, sound understanding of COMAH and regulated operations, and the confidence to act as a trusted subject matter expert. They will lead initiatives, support audits and investigations, and work collaboratively across teams to strengthen process safety performance and operating integrity. Position Overview Primary Role Objectives: Primary subject matter expert for Process Safety, Risk Management, Human Factors, Qualitative and Quantitative Risk Assessment and hazard management philosophy, processes and tools; and provides safety guidance to the HSEQ Manager, Teesside as well as the broader Teesside organisation (both staff and contractors) Custodian of the site’s COMAH Safety Report Committee member of the Global Process Safety Excellence Group contributing to improve Corporate Process Safety performance Committee member of the ConocoPhillips Global Learning Organisation Steering Committee (at time of writing this committee is being reestablished) Participate in BU and/or Corporate Process Safety initiatives as appropriate including but not limited to corporate audits, HAZOP revalidations, peer assists and validation activities Provide guidance in applications of legislation related to process safety in operations and maintenance. Understand and communicate any relevant changes to legislation that may have an impact on process safety Manage site Risk Management Tools/Studies including HAZOP, LOPA, OBRA, QRAs, Enterprise Risk Register; including re-assessment cycles. Ensure compliance to relevant corporate standards and procedures Support Enablon Barrier Management Process, and strengthen as necessary, including adherence to Corporate and Regulatory Safety Critical Element (SCE) Standards Develop and manage Process Safety KPIs, using them to provide insight into potential focus areas Actively engage and lead incident investigations and provide root cause analysis support; particularly when process safety issues are involved Support the Emergency Response Lead in developing COMAH Emergency Exercises, and development of MAH Emergency/Operational Response Plans Support HSEQ Manager in developing Teesside’s Learning Organisation Accountable (SME) for the Integration of safety engineering and risk management principles and methodologies into the Operations Management System (OMS), asset and operating integrity processes and others as appropriate, including the development and implementation of safety engineering procedures and campaigns Lead / support special technical and process safety projects as needed Manage year on year reduction of hydrocarbon leaks and process safety incidents and operating integrity related incidents Act as the site Process Safety Technical Authority, responsible for maintaining relevant documentation to reflect current National/International and Co
