We are partnering with our client to identify a skilled NOC Engineer (Pipeline) to join our client's team in Dubai on a permanent basis. In this key role, you will play a crucial part in safeguarding major hydrocarbon onshore pipelines and related assets, ensuring that all external work in their vicinity meets stringent safety and regulatory standards while supporting our client's commitment to Health, Safety and Environment (HSE) excellence. Key Responsibilities: Conduct technical reviews of No Objection Certificate (NOC) applications for work on / or in the vicinity of Dubai's hydrocarbon Onshore Pipelines, Gas Control Station (GCS), Margham, Liquified Natural Gas (LNG) Jetty, the Company's plots and the Company's beach assets and process the NOCs through Government of the Company's system managed by Road and Transport Authority (RTA). Conduct in-house pipeline engineering studies for NOC approvals related to Pipeline/utility crossings or temporary structures works, in the vicinity of or directly above the Company's pipelines, for safe execution and ensuring protection of pipeline safety in accordance with ASME B31.8, ASME B31.4, and API 1102. Ensure that all NOCs are appropriately accepted without compromising the Company's Health Safety and Environment (HSE) values and policies, the integrity of the Company's Pipelines and the safety of personnel and the general public in the vicinity of the work being conducted. Responsible for setting the appropriate No Objection Certificate (NOC) conditions to ensure overall safety while Contractor is working within the NOC Zone. Responsible for visiting NOC sites deemed as high risk and ensuring that the Pipeline Representative at site understands the risks and hazards associated with the job. Further, shall be responsible for enforcing NOC conditions during work. Pipeline Corridor Protection Systems: Responsible for including the appropriate Pipeline Protection System as a mandatory NOC condition to be executed by Applicant and/or the Company Pipelines Team. Responsible for providing technical details, scope of work and engineering design for the Pipeline Protections System to allow for execution by Applicant and/or the Company's Pipeline Team. General Protection Systems for Onshore Assets: For other Onshore assets, the NOC Engineer shall be responsible in ensuring the integrity of the assets via appropriate protection systems during the NOC process, in consultation with the asset owner and operational teams. Asset Information: Responsible for identifying which NOCs will cause changes to Onshore assets and its protection systems and shall be responsible in informing the design team of such changes which will affect the Company's Geographic Information System (GIS) System. Responsible for ensuring that all NOC close outs are appropriately updated in the GIS with the assistance of the GIS Specialists. No Objection Certificates: Work with Road and Transport Authority (RTA)'s electronic NOC process in order to organize internal or external NOC application reviews for works that affect Company's Onshore assets. Conduct and/or coordinate technical evaluations of NOCs for work directly above or in the vicinity of Dubai's hydrocarbon Pipelines or in the vicinity of Company's Onshore assets. The evaluation shall include sound pipeline engineering and construction designs, including detail analysis of method statements and risk assessments. Conduct technical reviews to assess the safety and integrity of the pipelines as per ASME B31.8, ASME B31.4 and API 1102 and other relevant international standards, and to provide design recommendations to the NOC work and / or assets to ensure compliance with the Company's Internal Procedures and Guidelines, which include but are not limited to pipeline coating requirements, Cathodic Protection Requirements and other integrity protection measures. Responsible for reviewing the NOC application in accordance with the Company's NOC guidelines and setting the appropriate standard and specific NOC conditions in accordance to the standard NOC conditions and the Company NOC guidelines. Responsible for reviewing and action NOC in RTA system in accordance with Dubai Regulations and RTA set Key Performance Indicators (KPI). Liaise with Pipeline Operation staff and support where required with the inspection and problem solving of NOC construction work. Clearly converse with NOC applicants any queries, clarifications or issues associated with the NOC to ensure that the application can be duly accepted or rejected in the appropriate time frame.
