Job Title: Lead procurement Engineer - Offshore Project KBR is growing its Project Management Consultancy (PMC) team for an exciting, high‑profile offshore development in Abu Dhabi. Job Purpose The Lead Procurement Engineer is responsible for managing and executing procurement activities for ADNOC Offshore projects, ensuring timely and cost-effective acquisition of materials, equipment, and services in compliance with ADNOC specifications, project requirements, company procedures, and contractual obligations. The role involves leading procurement teams, coordinating with engineering, construction, and project management disciplines, and ensuring successful delivery of procurement packages to support project execution. Key Responsibilities Procurement Management Lead procurement activities for offshore oil & gas EPC/PMC projects. Develop and implement procurement plans, strategies, and schedules aligned with project milestones. Manage procurement of major equipment, bulk materials, and subcontracted services. Ensure procurement activities comply with ADNOC standards, project specifications, and company procedures. Monitor procurement progress and provide regular status reports to project management. Tendering & Vendor Management Prepare and issue RFQs/RFPs to approved vendors. Conduct technical and commercial bid evaluations in coordination with engineering and commercial teams. Lead clarification meetings and negotiations with suppliers. Recommend vendor selection and prepare procurement recommendations for management approval. Maintain effective relationships with ADNOC-approved vendors and suppliers. Purchase Order Administration Prepare and review Purchase Orders (POs), contracts, and procurement agreements. Ensure all commercial and technical requirements are incorporated into procurement documents. Monitor supplier performance against contractual commitments. Address procurement-related contractual issues and claims. Expediting & Logistics Coordination Monitor supplier manufacturing schedules and delivery performance. Coordinate with expediting, inspection, and logistics teams to ensure on-time delivery. Identify procurement risks and implement mitigation plans. Resolve supply chain issues affecting project schedules. Interface Management Coordinate closely with Engineering, QA/QC, Construction, Planning, and Project Controls teams. Ensure timely resolution of vendor technical queries and document review cycles. Participate in project review meetings and client discussions as required. Compliance & Quality Ensure procurement documentation complies with ADNOC Offshore requirements. Support quality surveillance, inspection, and testing activities. Maintain procurement records and audit readiness. Ensure compliance with HSE requirements and ethical procurement practices. Team Leadership Lead and mentor procurement engineers and buyers. Allocate responsibilities and monitor team performance. Promote continuous improvement and best procurement practices. Qualifications Education Bachelor's Degree in Mechanical Engineering, Electrical Engineering, Instrumentation Engineering, Industrial Engineering, or equivalent. Experience Minimum 15 years of procurement experience in Oil & Gas EPC/PMC projects. At least 5 years in a Lead Procurement Engineer role. Proven experience on ADNOC Offshore, ADNOC Onshore, or major Middle East Oil & Gas projects. Strong knowledge of offshore facilities, brownfield and greenfield developments. Experience in procurement of static equipment, rotating equipment, packages, E&I materials, and piping bulk items. Technical Skills Strong understanding of procurement lifecycle and contract administration. Familiarity with ADNOC procurement procedures and approved vendor requirements. Knowledge of international standards including ASME, API, ASTM, IEC, ISO, and NACE. Proficiency in SAP, Oracle, or similar ERP systems. Strong commercial awareness and negotiation skills.
