Technical Engineering Services Platform Technical Coordination and Engineering Services Platform 1. GENERAL 1.1 HVDC Project 2. SERVICE DESCRIPTION The subject of this specification is the independent provision of technical coordination and engineering services for the platform within the HVDC project. Services include the preparation and provision of technical assessments, decision-making documentation, and coordination outputs for the platform area, as well as ensuring professional and traceable execution of the assigned technical scope. 2.1 Requirements Minimum requirements: • Successfully completed Bachelor's or Master's degree in Mechanical Engineering, Industrial Engineering, Electrical Engineering, Civil Engineering, or a comparable technical discipline. • Several years of proven professional experience in technical project management of complex industrial, energy, infrastructure, or offshore projects. • Experience in planning, manufacturing, installation, commissioning, or quality assurance of technical facilities. • Experience in offshore, power transmission, plant engineering, or major project environments. • Experience working with technical specifications, standards, and contractual documentation. • Experience with design reviews, Factory Acceptance Tests (FAT), Mechanical Completion, commissioning, and technical acceptance procedures. • Strong knowledge of project controlling, risk management, change management, and claims management. • Proficient use of Microsoft 365 applications, especially Excel, Word, PowerPoint, and Outlook. • Structured and analytical working approach. • Fluent German and English, both written and spoken. • Willingness to travel to construction sites, shipyards, and offshore locations. • High degree of initiative, communication skills, and organizational capability. The contractor shall ensure that personnel assigned possess the qualifications and experience necessary to perform the services without additional onboarding by the client. 2.2 Service Contents 1. Technical Project Management • Ensure and document the professional execution of the assigned technical scope. • Prepare technical assessments and decision papers. • Develop technical recommendations for project-related issues. • Maintain technical work package documentation considering quality, schedule, and project objectives. 2. Technical Planning and Quality Assurance • Conduct technical reviews during engineering, manufacturing, and installation phases. • Review and document compliance with specifications, quality requirements, and project standards. • Prepare technical assessments and evidence during FAT, Mechanical Completion, commissioning, system testing, and acceptance procedures. • Assess quality during manufacturing, shipyard, and construction activities. 3. Interface and Stakeholder Management • Identify, assess, and document technical interfaces between projects, departments, and contractors. • Coordinate with technical specialists and project stakeholders. • Prepare technical integration assessments. • Document interface and stakeholder clarifications. 4. Technical Documentation and Acceptance • Review and assess technical documentation. • Ensure complete technical documentation in accordance with project requirements. • Provide assessments and evidence required for acceptance and handover. • Ensure timely delivery of technical documentation. 5. Technical Project Controlling and Reporting • Prepare status reports and management reporting including assessment of technical risks and deviations. • Develop technical decision-making documentation. • Assess technical risks, changes, and claims and document impacts. • Support schedule and progress monitoring. 6. Supplier and Contract Management • Review contractor performance and provide recommendations. • Assess contractual compliance. • Support technical contract clarifications. • Evaluate technical change orders and modifications. 7. Technical Standards and Continuous Improvement • Contribute to development of technical standards and project processes. • Support definition of technical work packages. • Document lessons learned and improvement proposals. • Support enhancement of quality and documentation standards. 2.3 Scope of Services Planned start date: 01 September 2026, latest 01 October 2026. The contractor shall independently organize personnel deployment and the time and location of service delivery. Regular technical meetings may take place in Hanover or remotely. Travel to Haugesund (Norway) and other project, manufacturing, shipyard, or construction locations may be required. The contractor remains independent regarding methods, organization, and scheduling, provided contractual results and deadlines are achieved. No integration into the client's operational organization shall occur, and the contractor is not subject to instructions regarding place, time, or manner of performance.
